The Inkoo Municipal Council has approved a zoning plan that will enable, among other things, Blastr Green Steel’s plans to build a low-emission steel mill on the Joddböle industrial estate. The council approved the plan by a vote of 24-3.

Blastr Green Steel is planning steel and hydrogen production facilities in Inkoo in southern Finland.

The Joddböle V land-use plan allows for constructing a low-emission steel plant and a hydrogen production plant, among other things, on the industrial site. In addition to the steelworks, the plan also allows for other industrial activities with the possibility of using the by-products of Blastr’s activities. Blastr’s Inkoo project will now enter the permitting phase, where Blastr will apply for environmental, water and building permits, among others.

“The development of the Joddböle industrial estate is important to us and other actors in the area. We have worked together in a good spirit, and I believe that together we have now created a solid basis for a responsible and sustainable implementation of the project,” says Antti Kaikkonen, Country Manager for Blastr Finland.

In April, the Finnish government decided to allocate €6 million to strengthen the growth and investment potential of the Inko region through selected infrastructure investments.

“The Blastr project is of both regional and national importance. It is encouraging that the government recognises the potential of the Joddböle industrial area as a driver of sustainable growth,” says Kaikkonen.

Before the plan was approved, Blastr, the landowners of the Joddböle area and the municipality of Inko signed a land use agreement to share the costs of the urban infrastructure related to the implementation of the plan. The agreement was concluded between Blastr, the Municipality of Inkoo and the landowners Fortum, Inkoo Shipping, Rudus and the Security of Supply Centre.

Under the land use agreement, Blastr and the landowners will contribute €10.4 million to the infrastructure costs of the municipality of Inkoo. Blastr’s share of this is more than €6.5 million, covering, among other things, the development of municipal services, water supply and transport facilities in the area.

The land use agreement is an integral part of the planning of the Joddböle industrial estate. The agreement’s implementation is conditional on the land-use plan becoming law and the factory project proceeding as planned.

In connection with the land use agreement, Blastr and the municipality of Inkoo also signed a Memorandum of Understanding for closer cooperation in the different phases of the steel mill project. The MoU covers, among other things, coordination of communication and stakeholder interaction.
