The cold front moves south: How Russia’s Arctic fleet build-up threatens Scotland, the North Sea and Britain’s critical infrastructure

In November 2025, a Russian intelligence-gathering ship called Yantar sat on the edge of UK waters north of Scotland and pointed lasers at the crews of RAF Poseidon aircraft sent to watch it. The vessel, operated by the Russian Navy’s secretive Main Directorate of Deep-Sea Research (GUGI), had been loitering over the seabed where power and data cables come ashore, methodically charting the lines that carry Britain’s electricity, internet and financial traffic. The Defence Secretary confirmed the Royal Navy’s rules of engagement had been changed so that the frigate HMS Somerset could shadow it more closely, and warned that “military options are ready” should Yantar change course.
That single episode captures the shift this briefing is about. The story that began in the High North, Russia buying icebreakers, salvage ships and tankers to lock down the Northern Sea Route, does not stay in the Arctic. The same vessels, the same fleet and the same doctrine are now pressing directly against Scotland, the North Sea and the critical national infrastructure (CNI) that the UK economy runs on. For Scotland and the UK, this is no longer a distant geopolitical curiosity. It is a change in the risk environment of our own home waters.
The fleet Russia is building
Russia’s Arctic strategy rests on hardware, and Moscow has been buying it at scale. State operator Atomflot is running its entire fleet of eight nuclear icebreakers on Northern Sea Route lines through the 2025–26 winter, has commissioned 10 more icebreakers and 46 salvage and rescue vessels by 2035, and is building the Leader-class Rossiya to break ice over four metres thick and open the route year-round by the end of the decade. Alongside the state fleet sits a Russian-linked “shadow fleet” of more than 500 vessels, including roughly two dozen LNG carriers assembled specifically to keep sanctioned Arctic gas flowing past Western restrictions.
The critical point for Scotland is that this fleet is dual-use. The civilian-flagged tankers, “research” ships and trawlers that sustain Russia’s Arctic exports are the same hulls that Western agencies have tied to seabed surveillance, cable damage, GPS jamming and drone activity. A 2023 investigation by the Nordic public broadcasters found that Russia was running a dedicated programme to map and prepare to sabotage wind farms and communication cables in the North Sea, using vessels disguised as fishing boats and research craft. As sanctions force more of this fleet around the top of Scotland rather than through the English Channel, the volume of suspect traffic in our waters is rising — an estimated 300 shadow-fleet vessels transited in or near UK waters between January and March 2026 alone.
Scotland on the front line
Scotland’s geography puts it at the center of this contest. The Greenland–Iceland–UK (GIUK) gap, the chokepoint every Russian submarine and surface ship must cross to reach the Atlantic, runs straight past Scotland’s northern and western approaches. NATO commanders now describe Russian submarine activity through the gap as equalling or surpassing Cold War levels, with roughly two-thirds of Russia’s ballistic-missile submarines concentrated in the Arctic.
Scotland is also where Britain answers that threat. HMNB Clyde (Faslane) on the Gare Loch is home to the entire UK nuclear deterrent, the Vanguard ballistic-missile boats and the Astute attack submarines, making it one of the most strategically sensitive sites in Europe and an obvious focus of Russian intelligence collection. RAF Lossiemouth in Moray now operates the full fleet of nine P-8A Poseidon maritime patrol aircraft, the UK’s primary submarine hunters, which deploy forward to Keflavik in Iceland and were the aircraft that Yantar’s lasers buzzed. When Russia probes the GIUK gap or surveils a cable off the Hebrides, it is Scottish-based ships and aircraft that respond first.
The vulnerability runs the other way, too. The forced rerouting of the shadow fleet around the north of Scotland and west of Ireland, a longer, rougher passage, concentrates ageing, poorly insured, sometimes deliberately provocative tankers in exactly the waters where Scotland’s own cables, pipelines and offshore energy assets lie. In one recent episode, two Baltic-departed tankers, Deneb and Tiburon, halted near Shetland and executed near-simultaneous U-turns close to North Sea oil and gas pipelines — the kind of unexplained manoeuvre that security services read as reconnaissance.
The North Sea: an energy heartland left exposed
The North Sea is now one of the most infrastructure-dense bodies of water in the world, and the green-energy transition is making it more so. Beneath and across it run oil and gas pipelines, the high-voltage interconnectors that link the UK grid to Norway and the continent, a growing web of offshore wind farms, and the multi-purpose interconnectors and “hybrid assets” that tie wind generation directly into several countries at once. Each new link adds economic value — and a new target that is, in the words of one analysis, “difficult to monitor continuously, and so attractive for sabotage by highly capable, motivated hostile actors.”
The Nord Stream attacks of 2022 proved the concept. A single act of subsea sabotage can take infrastructure offline for months: industry assessments warn that a damaged offshore pipeline may take as long as nine months to repair, with economic costs running into the billions. The North Sea offers Russia an unusually rich and unusually soft target set within easy reach of the rerouted shadow fleet.
Crucially, much of this infrastructure sits outside Britain’s formal protective net. Offshore Energies UK has publicly called for North Sea oil, gas and wind assets to be reclassified as critical national infrastructure, because, at present, they are treated as commercial resources rather than CNI and therefore do not receive the heightened security and resilience protections that designation brings. That classification gap is the single clearest articulation of the risk this briefing concerns: the assets are strategically vital, physically exposed, and under-protected.
The cables beneath everything
If the pipelines and turbines are the visible North Sea, the cables are the invisible ones. Around 120 international data cables land in the UK, alongside the power interconnectors and the seabed fibre that carries the overwhelming majority of internet and financial traffic. They are lightly defended, precisely mapped by Russian vessels like Yantar, and, as the Baltic has already shown, startlingly easy to damage. On Christmas Day 2024, the tanker Eagle S dragged its anchor across the seabed and severed the Estlink power cable between Finland and Estonia, along with four further subsea cables, demonstrating that even a “civilian” ship dragging an anchor can do strategic-level harm under the cover of deniability.
The threat is also going autonomous. Reporting in 2026 indicates that Russia is fielding a fleet of autonomous underwater vehicles purpose-built to interfere with or destroy seabed infrastructure — stealthy systems capable of operating thousands of metres deep, far beyond the reach of conventional patrols. For Scotland, where the Atlantic cable junctions cluster, this lowers the bar for an attack that is hard to attribute and harder still to prevent.
The Western response, and its gaps
Britain and its allies are not standing still. The UK has committed a combined force of at least 13 warships, 8 British plus Norwegian vessels, to hunt Russian submarines and protect critical infrastructure across the North Atlantic and NATO’s northern flank. NATO launched Baltic Sentry in January 2025 to surge crewed and uncrewed assets into the Baltic after the cable-cutting incidents, and Arctic Sentry in February 2026 to do the same in the High North. The U.S., UK and Australia signed a pact in May 2026 to protect undersea cables, and the alliance has run renewed Arctic anti-submarine exercises such as Dynamic Mongoose.
But the response has visible holes. Reporting through 2026 has flagged strain on the Royal Navy’s submarine-hunting capacity, including periods when Astute-class boats were reportedly sidelined for maintenance. even as Russian undersea activity surged. The CNI classification gap in the North Sea remains unresolved. And the sheer length of cable and pipeline involved means continuous physical protection is simply impossible; deterrence and rapid attribution, not a wall at sea, are the realistic tools.
What this means
The first is operational disruption in our own waters. GPS and AIS jamming, seabed cable and pipeline incidents, and the heavy presence of an unregulated shadow fleet around the north of Scotland all raise navigational, safety, and delay risks for routine North Sea and North Atlantic passages, regardless of whether we ever go near the Arctic.
The second is shadow-fleet entanglement and sanctions exposure. With 300-plus suspect vessels operating in UK approaches and Western enforcement intensifying, the screening burden on charters, ship-to-ship transfers, and counterparties is rising. P&I clubs’ 2026/27 rules now include sanctions-related cesser provisions under which cover can cease automatically if a vessel is employed in a way that exposes the insurer to sanctions risk. Contact with the wrong hull or cargo is now a live commercial hazard, not a theoretical one.
The third is infrastructure dependency. Society depends on the same cables, power interconnectors and port systems that Russia is mapping. A successful subsea attack would not only sever data and power but could disrupt port operations, vessel communications and the wider economy we serve.
Outlook
The most likely trajectory over the next twelve to twenty-four months is continued grey-zone pressure rather than open conflict, more Yantar-style surveillance, more shadow-fleet provocation, episodic cable and pipeline incidents, and a steady NATO build-up in response. Direct military confrontation remains low-probability, with miscalculation during patrols as the main path to escalation. But the persistent, high-probability threat — the one that directly affects commercial shipping — is a hybrid action against Scotland’s approaches and North Sea infrastructure.
The recommendation is a heightened home-waters watch and compliance posture: tighten counterparty and shadow-fleet screening; confirm where sanctions-cessation clauses would void cover; harden vessels against GPS/AIS spoofing; brief masters on the cable and pipeline corridors off Scotland; and maintain reporting links to UK and NATO maritime authorities. The Arctic build-up is no longer a distant story; its leading edge is already off the Scottish coast.
